Human Element
The Human Element Industry Group (HEIG)
INTERCARGO is part of the HEIG, an industry group estab-
lished in conjunction with the IMO. It comprises non-govern-
mental organisations (NGOs) with interests in the human ele-
ment that are accredited to the IMO.
Working Groups
The HEIG conducts its work through a number of working
groups. INTERCARGO is specifically represented on the En-
closed Space Entry working group and a sub-group consid-
ering Time Pressure as a discrete element requiring review.
Current work programme
• Review IMO Resolution A 1050 (27) with a view to
propose changes to IMO’s Maritime Safety Committee
(2022)
• Specific areas under review are:
• Ports & terminals
• Time pressure on ships’ crew
• ‘Australian’ ladders
• Adjacent spaces definition
• Connected adjacent spaces definition
The Human Element Advisory Group (HEAG)
In late 2020 the UK Maritime and Coastguard Agency (MCA)
commenced an initiative in conjunction with the industry
looking at the human element from a safety perspective with
particular emphasis on ‘safety culture’.
This initiative, led by the MCA’s Human Element Policy Group,
held a kick-off meeting in March 2021 and further meetings
were held during 2021 addressing ‘just culture’ as a sub sec-
tor of ‘safety culture’.
Following these various workshops and webinars the MCA
has developed a proposed approach to a UK safety culture
strategy which will be shared with the industry through vari-
ous mechanisms including publications such as the Code of
Safe Working Practices.
