EU ETS: Publication of the delegated act on rules on the verification activities, and approval of monitoring plans

Delegate act publication
The delegated act on rules on the verification activities, accreditation of verifiers and approval of monitoring plans by administering authorities, was published in the EU Official Journal on 29 December 2023. The text can be found here.
While the delegate act lays down requirements for the verifiers, members may also note it includes the provisions concerning the assessment of monitoring plans and the verification of emissions reports and aggregated emissions data at company level.
More particularly, details on the information to be provided by companies with regards to the Verification Activities (Chapter II) can be found for:
- Assessment of Monitoring Plans- Article 4
- Verification of emissions reports and partial emissions reports – Article 10
- Verification of reports at company level- Article 24
Next Publications
- Before the 1st of February 2024, the Commission will publish an implementing act listing the shipping companies falling under the scope of the EU ETS from 1 January 2024 and match them with their administering authority.
- Before 1 February 2026 and every two years afterwards, the Commission will publish an updated list to reattribute shipping companies registered in a Member State to another administering authority in respect of a shipping company if they changed the EU Member State of registration or to include shipping companies which felt within the scope of the EU ETS for the first time in the meantime.
- Before 1 February 2028 and every four years afterwards, the Commission will publish an updated list to reattribute shipping companies that are not registered in a Member State to another administering authority where the shipping company performed the greatest estimated number of port calls in the preceding four monitoring years.
Members may recall that an administering authority responsible for a shipping company will retain that responsibility regardless of subsequent changes in the shipping company’s activities or registration until those changes are reflected in an updated list.
THETIS -MRV update
- Version 6.1 of THETIS-MRV has been released, implementing a new Monitoring Plan Template. The Monitoring Plan in bulk upload and download functionality is now available, in line with the XML schemas released in November.
- The next release (v6.2) is planned for March 2024 and will include the new Emission Report template for the 2024 emissions.
