Net-Zero Industry Act (NZIA) Adopted

The European Parliament formally adopted the final text of the Net-Zero Industry Act (NZIA)
Scope:
- NZIA aims to promote the scaling up of industrial capacity in Europe for specific net-zero technologies, by establishing a benchmark for manufacturing capacity and introducing administrative facilitations and
- introduces a benchmark for the Commission and the EU Member States to reach a manufacturing capacity in Europe of at least 40 % of the Union’s annual deployment needs for net-zero technologies.
Main points:
- NZIA recognises the need to scale up the manufacturing of sustainable alternative fuels for shipping and for this purpose includes “sustainable alternative fuels” for shipping on the list of net-zero technologies (recital 16 and article 4.1)
- “Sustainable alternative fuels” are defined as fuels for shipping (and aviation) as covered by the scope of the FuelEU Maritime Regulation, and therefore including advanced biofuels and e-fuels (article 3.7)
- For shipping fuels, the NZIA introduced a benchmark to match 40% of the deployment needs for clean fuels for shipping with production capacity in Europe.
- The NZIA also recognises CO2 transport and utilisation technologies in the list of net-zero technologies under article 4.1.
- Furthermore, CO2 transport infrastructure projects are also recognised as net-zero strategic projects, with ships coming under the definition of CO2 transport infrastructure.
The adopted text is not yet available, but you can find attached the text tabled to the plenary for ease of reference.
Next steps
The legislation will now have to be formally adopted by the Council in order to become law and be published in the Official Journal in the coming weeks. The Regulation becomes applicable the day after its publication.
