Update: Deadline to submit the FuelEU Maritime Monitoring Plans

Dear Members,

the upcoming deadline for submitting the FuelEU Maritime Monitoring Plans is currently set for 31 August and poses a significant administrative challenge for shipping companies that need to adapt to the new legislation.

The implementing acts on the FuelEU Maritime Monitoring Plans will be published in the EU Official Journal on 29 July and shipping companies will have only 33 days available to finalise their monitoring plans before the deadline.

Additionally, the system is not yet fully operational; for example, issues such as data cloning, uploading MPs for hundreds of ships, and the accreditation of verifiers will only be addressed after October.

Update on the deadline for submitting Monitoring Plans

Members may note that ECSA (European Shipowners Association) received a positive response from DG MOVE regarding the tight deadline for submitting the FuelEU Maritime Monitoring Plans:

  • While the Commission is unable to extend the deadline, they have assured ECSA that they will be fully understanding and flexible with operators who submit monitoring plans (MPs) beyond the deadline.
  • The FuelEU Maritime Regulation does not include any penalties or other consequences for MPs submitted after 31 August.
  • Therefore, the Commission will not take any measures in the event of delayed submissions.

Members are invited to note that the above update is based on the information provided by our Associate member ECSA and there is no official letter by the EU Commission on the subject at this point. Currently, it is not clear if an official circular will be shared by the DG MOVE. We will follow up for any further information.
