FuelEU Maritime-Delayed implementation in Norway

Dear Members,

 

The Norwegian Maritime Directorate confirmed last week that Norway will not complete the implementation of FuelEU Maritime by 1 January 2025 due to delays in incorporating the regulations into the EEA Agreement. As the Agreement requires simultaneous implementation by Iceland, Liechtenstein, and Norway, the Icelandic process has caused further delays.

From 1 January 2025, and until the regulations are incorporated, Norwegian and Icelandic ports will be treated as third-country ports under FuelEU Maritime.

The practical implications are:

  • Journeys within Norway or between Norway and non-EU countries will not count towards FuelEU obligations.
  • Only 50% of voyages between Norway and EU countries will be considered.

Administratively, the Commission will publish the implementing act assigning shipping companies to national authorities in Q1 2025.

The Norwegian Maritime Directorate is continuing preparations to minimize disruptions during this period. While the timeline for full implementation is still pending, Norwegian authorities anticipate completing the process in Q1 2025. They have also requested the Commission to update the FAQ and issue guidance for verifiers.
