AND THE EU FIT FOR 55 POLICY PACKAGE

Dear Members,

The European Union continues to advance several critical legislative and policy initiatives that will impact the maritime and dry bulk sectors, particularly in the areas of EU ETS, FuelEU Maritime corporate sustainability reporting, industrial decarbonisation, emissions trading, and ship recycling.

The briefing outlines developments relevant to INTERCARGO Members, including:

 

EU ETS

  • 7th Webinar by the EU Commission and EMSA.
  • DG CLIMA published three reports on ETS/MRV including the 6th Annual MRV Emissions Report:

 

FUELEU MARITIME

  • Marine Fuels Certification Procedures Report :Published by DG MOVE, providing best practices for marine fuel supply companies, focusing on renewable and low-carbon fuels.
  • Verifier Accreditation Implementing Act: Officially published in the Official Journal outlining procedures for accrediting third-party verifiers under FuelEU Maritime.
  • Exemptions for Small Islands & Public Service Obligations: Exemptions granted for voyages to small islands and public service obligations in Croatia and Cyprus, following similar exemptions in other EU countries.
  • Draft Guidance on FuelEU Calculations :Developed by the ESSF workstream and shared with the EU Regulations WG for further review.
  • Upcoming secondary legislation :The Commission is preparing several delegated and implementing acts:
    • Implementing act on communication on Onshore Power Supply (OPS),
    • Implementing act on the criteria for the acceptance of zero-emission technologies, and
    • Implementing act on the FuelEU Database.

 

CORPORATE SUSTAINABILITY REPORTING & DUE DILIGENCE (CSRD & CSDDD)

  • Postponement of CSRD and CSDDD implementation timelines.

 

CLEAN INDUSTRIAL DEAL

  • The European Commission has published its Communication on the Clean Industrial Deal (CID)—a strategic initiative aimed at aligning industrial competitiveness with the green transition
  • A Sustainable Transport Investment Plan (STIP) will be presented in Q3 2025, focusing on short term measures to support specific renewable and low-carbon fuels for shipping and aviation

 

UK EMISSIONS TRADING SCHEME (UK ETS)

  • The inclusion of shipping in the UK ETS expected to start in 2026.
  • Emissions at berth for any vessels calling in the UK will be covered even if the voyages are not domestic.

 

EU SHIP RECYCLING REGULATION (SRR)

  • The evaluation of the EU Ship Recycling Regulation and potential future revisions.
  • Re-flagging undermines SRR effectiveness and was repeatedly flagged by the Commission.
  • No immediate revision of the SRR is planned

 

16TH EU SANCTIONS PACKAGE (RUSSIA)

  • Additional sanctions on Russia with maritime relevance.

 

EU COMPETITIVENESS COMPASS 2025

  • Shipping is not yet a core focus but is increasingly recognized in the context of clean-tech deployment and port infrastructure.

SAFE BUNKERING OF BIOFUELS

  • The European Maritime Safety Agency (EMSA) has published reports and guidance developed
