Dear Members,
Following input and concerns raised by various stakeholders, including INTERCARGO, the Directorate General of Shipping (DGS) convened a meeting on 13th December 2024.
The discussion focused on the Draft Merchant Shipping Notice proposed by the DGS regarding the installation of CCTV systems on both Indian-flagged vessels and foreign-flagged vessels visiting Indian ports.
Key Feedback and Discussions:
Here’s a summary of the key points discussed thanks to the feedback provided by one of our members:
- Mandatory Implementation: CCTV systems will be mandatory for Indian-flagged vessels. Participants emphasized that implementation should involve the IMO and not be unilateral.
- FF Vessels: The requirement should be a recommendation, not mandatory, for foreign flagged (FF) vessels.
- Exclusion from PSC and Class: The proposal should not fall under Port State Control (PSC) or Classification Societies’ jurisdiction.
- Data Security: No data will be shared with DGS unless explicitly requested.
- Port Security Restrictions: Certain ports prohibit CCTV use, posing compliance issues.
- Existing CCTV Systems: Ships with existing CCTV systems will be exempt from additional requirements.
- ISPS Exclusion: CCTV will not be part of the ISPS code.
Next Steps
- DGS has acknowledged the concerns and feedback from stakeholders.
- They will revisit the circular, address the issues raised, and issue a revised draft for further consideration.
- The timeline for implementation, if approved, is yet to be finalized
